Jay Coy


Jay has over 12 years’ experience in consulting engineering and government. Over the past 12 years Jay has specialised in Local Government, Urban Infrastructure, Transport and Waste Management. Jay has previously spent nearly 2 years with the Shire of Nillumbik and over 12 months undertaking detailed site surveillance, date recording, as-built asset management recording and asset reporting associated with a major building and infrastructure expansion program at Melbourne Airport. Coupled with this, his experience including GITA, Third Party CQA and Clerk of Works Roles on Landfill Construction sites, landfill design and Construction and waste transfer station design, Jay has gained extensive exposure to auditing, design, contract management, site management and asset management issues. He has also been involved in road reconstruction, infrastructure and local government projects, providing a broad understanding of requirements of projects through the design and construction stages and decommissioning and rehabilitation.

Kathy MacInnes

Principal Environmental Consultant | Hydrogeologist
Kathy is a Principal Consultant with over twenty years’ experience in consulting and government organisations. Her qualifications provide a diverse mix of complementary skills that are well suited to consulting work encompassing data management and people management skills together with the base technical qualification in science. Kathy is Principal Hydrogeologist and also a qualified systems analyst which provides a broad understanding of the interaction of technically diverse disciplines.

Kathy worked at many sites in Victoria and South Australia and has a thorough understanding of the current Victorian legislative framework and reporting and approvals processes. Her experience includes siting studies, risk assessments, works approval applications, planning permit applications, geological and hydrogeological investigations, operational planning, monitoring and reporting, financial assurance calculation, monitoring program development, Auditor liaison and development of closure and rehabilitation plans. Data management experience includes integrated relational database modelling and design, geographic information systems and database management.

Kathy brings specialist systems analyst skills to the PLC project team which is critical to the data intensive requirements of asset intensive infrastructure portfolios.

Deane Ellwood

Deane holds dual qualifications in Engineering and Commerce which has led to commercially focused solutions in wide ranging multi-disciplinary projects across the Infrastructure and Environment sector. Deane has expertise across a number of project delivery models and key disciplines, including PPP, Design and Construct Tenders, Management, Risk Assessment, Asset Management Financial Planning and Project Management. Deane’s international experience spans Australia, Asia, India and the Middle East. Deane was previously the Regional Director, Southern (Vic|Tas|SA|WA) with a major international firm and established the Infrastructure & Environment operations of a Global Australian based firm.

Deane’s broad experience draws upon major projects such as DJV Board Member of the $Multi-Billion East West Tunnel tender consortium, Melbourne Airport upgrades, Project Director of Waterfront City – Melbourne Docklands, Project Director multiple Alternative Waste Treatment projects and Project Director of the $ Billion Victorian Advanced Resource Recovery Initiative which enables him to provide deep experience across Transport, Water, Waste Management, Environment, Property and Government sectors.
